A single day dedicated to the EU
summit, with already sealed conclusions on the table and space
for strategic discussion: the first European Council of the new
European legislature, explain several European diplomatic
sources, records the emergence of a "Costa method," that is, the
Portuguese Antonio Costa, Charles Michel's successor. The 27
leaders will arrive in the afternoon for the EU-Balkans summit,
which will be held at the Europa Building until dinnertime.
French President Emmanuel Macron will also attend the summit,
but will leave during the night for the hurricane-ravaged island
of Mayotte. Tomorrow will be the day of the EU summit. It will
begin in the morning with a discussion about Ukraine and the
presence of President Volodymyr Zelensky. At lunch, the leaders
will talk about the "role of the EU in the world". I
The other issues raised in the conclusions will be discussed
in the afternoon, including enlargement, Moldova, Georgia, and,
most importantly, migration. The agenda for the evening working
dinner (only invited leaders, no staff or cell phones) will
instead centre on the Middle East, with Syria as the primary
focus. The conclusions, nine pages long, do not presuppose
operational decisions.
