After final approval on March 22, a
law partially legalizing cannabis for recreational use goes into
effect today in Germany. Under the new rules, people of legal
age will be able to walk around with as much as 25 grams of
cannabis and grow up to three plants at home for private
consumption. At a later stage, cultivation in nonprofit clubs,
each limited to 500 members, will also be allowed. In a second
phase of legalization, regional pilot programs will be created
for commercial supply chains. Germany is already Europe's
largest market for medical cannabis since the government
legalized the drug for patients in 2017.
